Sport Fishing licenses are required when fishing from your boat or when going out with a guide.  You do not need a license when fishing from shore.  If you fish from your own vessel, everyone aboard must have a license if there is any fishing gear present.

UPDATE 3-14-09: Sportfishing licenses/permits not available for purchase in Bahia de los Angeles.  Both Guillermo's and the Pemex station on the East side of the road no longer supply this service.  Link to purchase a license online:

Re: 'Biosphere Reserve in Bahia de los Angeles":  You may have heard reports being circulated that sportfishing is no longer allowed in Bahia de los Angeles with it being named as a Biosphere Reserve.  These reports are FALSE.  Sportfishing continues at the bay and the guidelines follow those outlined in the Mexican Sportfishing Regulations (see link above for download).  Boat permits are NO LONGER required, but fishing permits ARE required.
